apply in railway tribunal with proof that he was trevelling with valid ticket. however it will be better to consult a local lawyer who is expert in railway clims tribunal cases. your friend can get compendsation from railway.

For any railway accident, the maximum compensation given to the victims is Rs.4,00,000/- (Rupees Four Lacs Only). The amount differs according to the accident. For Death, it is Rs. 4 Lacs. It may differ for injury matters as per the seriousnes of injury or the extent of disability. Any ways we can claim the entire 4 Lacs.
Normally, not all the lawyers practice such cases and you can find specialist lawyers who practice only such type of cases and they charge certain percentage of the claim amount as fees.
Your friend can claim compensation only if he was a bonafide passenger at the time of the accident.

aapke mitar kahan ke rehne wale they, ye aapne btaya nhi varna main ye bhi bta deta ki usko apna claim kahan dalna hoga.
Usko ek vakil ki sewayain leni hongi jo ki uski or se ek claim ka mukadma railway claim tribunal main dalenge jo ki kewal kuchh hi shehron main hota hai. hmare yahan 5 rajyon main chandigarh hai, dilli hai, jaipur hai, kanpur hai.
aapke mitar ke pas us rail wa us din ka vaid ticket, FIR, ilaj ke tmam dastavejat vgerah hone chahiye.
claim ki rashi uski aayu, kamkaj yani masik aaye aadi kai bindo par nirbhar kregi. lagbhag dedh do lakh to man hi lijiye.

As per list given in the Act ,there are 17 benches having territorial jurisdictions. In North Zone, these are at Delhi, Chandigarh, Ghaziabad,Gorakhpur and Lucknow.
Recently,on 29-11-2011, in my case at RCT Chandigarh, titled as Neetu V. UOI, the Hon,ble Tribunal has allowed the claim application and awarded Rs. 4 lacs along with interest. The matter related to Death due to Accidental fall.Though, the ticket was not found during "jamatalasi', but evidential circumstances proved that he was travelling in the train.
