If workmen is entitled to get compensation from employer under Workmen compensation act then why insurance company is held liable to pay compensation in some cases?

since there exist contract between employer and insurances company in regard of compensation paid by the employers on account of injuries sustained by the employee during the course of employment. therefore, he is necessary party to the dispute.
