Compensation for invalidate of univresity degree

A university of Meghalaya where Governor is Visitor of the university.
Governor order to recall all past given degree and declare invalid .Case Between
University and Government went till Supreme court
Supreme Court Order for Student is
"The students whose admissions and degrees were declared
illegal may also make representation to the State Government and seek
an opportunity of hearing from it. The request made by them shall be
sympathetically considered by the State Government."
After representation as per Supreme Court , no communication made
yet
My Question is
1) If state govt declare degree invalid , i want to suit for compensation.I will file
case against whom ?,university or government ?university have given mark sheet and certificate
but may state govt declare degree invalid.
2)Degree was given in the state of west bengal, i have to file compensation case to
Calcutta High court or Meghalaya High court ?
3)Is there are any type of calculation for compensation ?
This have made 1)lost of valuable years
2)lost of money (course fees)
3)lot of mental tension
4)Hamper of job as the degree was for working professional
5)Impact of Employer as to persue degree it was needed employer written permission

when was representation made? wait for response from State govt . send reminders . if no response then move court again . court wont allow students to suffer
