Complaint against lawyer

I have written complaint to Bar Assoc Chairman and Chief Justice of High Court against a Lawyer. Lawyer has refused to give me my documents back. Till now I have not received any reply. Its already 2 months. Letters were sent by Regd Post.what should I do next.

lodge complaint with Bar council against said lawyer . you dont have to complain to the chairman or Chief justice

first send legal notice to lawyer.

There is a procedure to lodge a complaint before Bar Council so follow that procedure.

What is the procedure to file complaint against a lawyer?. No lawyer will send legal notice to another lawyer when they both belong to same state.Then How can I send legal notice to lawyer?
