Completion certificate

Is it necessary to get completion certificate (for flats, apartments, houses, ...) in Gurgaon?

What is surprising for me is the following part:-

"....He added that so far, not a single developer has applied for completion certificate in Gurgaon, where maximum private development has taken place in the state, and that maintenance of infrastructure facilities is still being carried out by them....."

NEXUS OF GOVT.AND BUILDERS IS SO STRONG AND GLUED WITH MULTI-LEVEL VESTED INTERESTS THAT BUILDERS HOOT CARE FOR THE LAW/NORMS/GUIDELINES OF GOVT. IN MY BUILDING 'GRAND GEEJGARH' HAWASADAK JAIPUR 302006 BUILDER WITHOUT OBTAINING COMPLETION OF BUILDING CERTIFICATE,HAVE HANDED OVER BUILDING TO A COMPANY (FORMED IN A ,CLANDESTINE MANNER) WITH VENDOR AS CHAIRMAN,WITH NIL APPRISAL/BRIEFING ABOUT THE WHEREABOUTS OF NEARLY RUPEES 2 CRORES DEPOSIT AGAINST MAINTANANCE AND HEALTH CLUB CHARGES, TO MEMBERS. SEVERAL OF STILTH AREAS EARMARKED/COMMITTED FOR FACILITIES AND AMENITIES IN APPROVED PLAN AND BROCHURE AND WEBSITES ARE BEING SOLD/USED FOR THEIR PECUNIARY GAINS,RATHER THAN FOR FULFILLING AVOWED COMMITTMENT. JAIPUR DEVELOPMENT AUTHORITIES ARE NOT SURVEYING NON-CERTIFIED MULTISTORIED APARTMENTS,FOR REASONS ONLY KNOWN TO THEM.IF SOME UNFORESEEN DISASTER OCCURS IN THE BUILDING WHO WILL BE HELD RESPONSIBLE???
