Construction additional door for shop fm residential side.

Sir,
The building is residential cum cpmmercial. It has aound 50 flats and 20 shops . All shops are having main door at roadside but now the builder is now making doors for two at back side through residential area. Is this permissible as per existing rules in Pune. Please advise.
