Construction on a commercial area/plot

Can a builder(who is also a landlord) construct a residential building on a plot where once upon a time existed a godown.
Does he have to convert the "commercial" tag into a "residential" tag?
If he is required to go for the conversion but does not bother, will the residents have any problem later on ?
Please advise.

As the building plan is already approved, there is no such problem to the residents as you anticipate in your query at any stage. Commercial areas can be converted into residential areas easily without much fanfare but reciprocal is very difficult.

It is the Collector authority to give permission from commercial to residential.
