Construction on abutting terrace of my flat

I live in Dwarka In Delhi. My flat on 10th floor has an abutting terrace of 9th floor which has been sold to me through an AGM of the group housing society of which I am a member.
I made alteration to the flat and took access to the terrace from inside of my flat and covered the open space to save it from weather disturbances and also to provide some security. Society complained to DDA and DDA indicated that I can not do any construction on this terrace.
I want to know why I can not be legally allowed to make alteration on my own property which includes the flat and the terrace which has been bought by me. This is not a terrace which is common and is on top of my flat. This terrace is next to my flat and is sold to generate funds for the society.
Please advise.

terrace forms part of common area . it cannot be sold . hence DDA has objected to alterations being made

Terrace is a part of common area and used for common purpose hence it can't be sold. DDA objection is valid.
