Consumer forum

(Querist) 04 December 2010 This query is : Resolved 
Mr.A is a member of tbhe society "B". Mr.C residing on top of A's flat sold the flat to D. Mr. D made alterations and additions to his toilet cu bathroom and kitchen due to which there if profuse leekage in A' flat. Complaints made to the society and BMC, but of no use. Can Mr.A file a consumer complaint agans the society, Mr. D and BMC? Does the consumer forum have jurisdiction? Do they fall under the purview of "Service provider" and if yes, then dou have any case laws to support.

Do you think Mr.A is a consumer?
Issue a notice to Mr.D. If there is no action get a court order.

I think D is not consumer as he has made alterations in its building so consumer relationship cannot be established?
