Background: A RTI applicant asked for some information from a bar council thro RTI application. PIO of BAR also furnished it in a CD on payment of Rs.100/-prescribed fee by the applicant. But, after receiving CD in a week ago and while using CD, the applicant found that some of the files were NOT OPENING / NOT RESPONDING... (may be virus affected/corrupted files etc)....at this point of time...
Questions are
1. Can this applicant request PIO of BAR to provide (say replacement) a fault free /readable/workable files to applicant AGAIN free of Cost throu a letter?
2. Or can he move directly to Consumer Forum alleging on PIO about the "defective service" ( now a days.. RTI applicants can move to consumer forum for non responsive / defective service of PIOs.. etc)
3. Any other suitable suggestions pls

First report the defect, and ask for another copy of CD.
If refused, u can proceed further
Possibly your PC may not have soft/ prg to open it. e.g. WINZIP.

Thanks for quick reply.... the zip files are opening but some the separte files after unzip are not opening....
Sir, pls advise.. is it necessary to mention consequences of not replacement ....or simply request for replacement?

Simple request for replacement shall work. Had the bad intention not to supply you information, how ziped files would have opened and worked?

Good suggestions... i think simple request (either verbal or letter) is enough now...it is good practice..
At the out set, really this forum is helpful because even a minor /small query is well attended by the experts, in a way it is a good service to society ....
