Be guided by Provisions contained in sections 83 to 87 B of the C.P.C.If your facts get covered by any of these then even if the rule under fora are silent, these can be sought to be extended as per need and necessity of justice.

There is no hurdle of law for a foreigner files a consumer complaint before consumer fora in India if he has got cause of action thereto without obtaining permission from any court of Law.
