This is a business transaction between two companies.
Against an offer from "A" for supplying certain item, "B" a company agrees to supply that item on a certain price to which 'A' agrees, "B" the supplier company do not wish to supply that item or unable to supply, what remedy "A" will have against "B". Does "B" has any right to rescind such agreement? What liability "B" will have?

Losses incurred can be claimed by the party affected . Terms of contract decide it.
