It depends upon the agreement between the customer and Bank. Banks generally incorporate such condition that they can seize operation of account.

If such restriction are through lawful instruction from competent authority (Income tax department, court of law or otherwise), such instructions need to be challenged, Bank may not be held responsible.

Banks are bound to abide by the Government of India's orders/ instructions in the wider interests of the public as well as the security of India.
However, you are free to legally challenge the orders/ instructions, if you feel that public interest or India's security is jeopardized by such order/ instruction.
