D/sirs,
I want to file a PIL in Delhi HC against the entry of overloaded trucks ,in delhi , kindly suggest.
I have already given notices to Commissioner Transport, DCP-SW, and JCT -police.what to do next?

What about the notices?
Whether they received the same?
Do you have any acknowledgement or endorsment on your copy of notice with you ?
What about their Reply on your notice ?
If yes or no, whatever it may be;
Contact with an Advocate of Delhi High Court with all the necessary documents and the document of notices, which you sent to transport authority & police, and if any acknowledgents & replies from them .
PIL can be file:
Either by you, yourself or through your advocate if you want to pay all the feeses and expenditures to the advocate;
Or
Simply you can send a letter along with all the necessary documents as above to the Hon'ble Chief Justice of your State High Court, if Judge thinks it proper in the interesrt of public and at larger Justice, he will himself take it as a Write and Pass appropriate Order to the State Government.
Or otherwise,
If you are having no money sources, you can contact at Legal Aid Cell of the concerned High Court Office, submit with them all the papers, after going through, they will initiate appropriate proceeding and will file Writ of PIL before the High Court.
So whichever suit to you, then you can proceed with.

good cause for PIL but are you sure you have the proper cause of action since you should be fully prepared to show that such entries are made into DElhi by "overload" trucks. heavy vehicles are not allowed to enter Delhi before 9 or 10 pm to avoid nuisance to people. being overloaded must be supported by records and evidences otherwise you could be imposed with cost.

yes, you can move PIL, if not satisfied with actions taken by concerned authorities, being it is a public issue.
