Dear Mr. Beel,
the answer to ur query is no.
Sec 80 CPC applies only in cases of "Suit" and not otherwise.
here you are going to file a complaint at the consumer forum which is not a suit and thus you are free to lodge your complaint with the appropiate forum. no need to wait for 2 months.

u need not to serve 2 months notice to proceed agaisnt BSNL in the consumer forum.

Yes this is not a suit it is a complaint by the consumer so sec 80 cpc is nt applicable here
