Correction of date of birth

Dear Professionals,
The date of birth of one of my relatives, aged about 37 years is wrongly mentioned on both, the leaving certificate from the school and the matriculation certificate. There is no birth certificate also, as the birth had taken place at home only. As there are no documentary records to show his correct date of birth, is there any other way to correct the same ?
Kindly enlighten me.

In case you wish to change your date of birth the procedure adopted for the change in the date of birth is simple.
1. Go to the State Government Press in the Capital City of your state.
2. Ask them for the form for change of date of birth and obtain it.
3. Fill up the form and submit it.
4. Pay the requisite Fees in cash.
5. The Press would publish the details of the change of your date of birth and post you two copies of the Government Gazette or ask you to collect the same. The press would also let you know when they would publish the same.
6. Thereafter wherever you wish to submit your change of date of birth, you can submit true copies of the relevant pages of the Gazette.

The above procedure is in General for change of name and change of date of birth
The Date of Birth in SSC has to be changed by submitting necessary Application beofree the Board of Secodery Edcuation/Metricualtion Authorities .
The date of Birth mentioned in the SCC-/Said Certiifcate will be taken as Date of Birth of the said person- for all Service matters .
