Service book of a govt employee under rti

respeced sir,
can I take a photo copy of service book of a retaired employeed under RTI,after the latest supreme court order,
please guide me, becasue many peoples are saying that service book is a personal and you can not take a certified copy under sec 8(1)(j)
is it true

Service book is a personal document which cannot be provided under RTI Act without the personal consent of the person concerned may he be retired or in service.

It is not clear which SC order you are referring to.

Service Book is not personal rather personnel document. It is official and public record.

Service book contains details of increment/promotion / upgradation/ downgradation, awards, penalties etc. All this information is not confidential. It is already know to the deptt.
