I am a state govt dailywager I have send divorse to my wife by speed post but she refused my divorse deed also register a domestic violence case in district court .can i marry to second wonan i am a muslim

First of all a govt servant even if muslim cannot have second marriage.
secondly a daily wager is not a govt servant
thirdly if you ever hope to get regularized then bigamous marriage is a blanket disqualification to enter govt job.
fourthly you need to consult fatwa-e-alamgiri even if you and muslim and want to have second marriage.

To add further, whether divorce sent by speed post is valid as per Muslim Personal/Shariat Laws? Whether so-called divorce can be termed as a "divorce deed"?
