how many posts are to be reserved for sc/st?
any backlog of reservation?
to which category you belong?
what is the qualifying service for higher post?
whether you have the qualifying service?
whether all your ACRs are within bench mark?
whether it is selection of non-selection post?
whether any case is pending?

Yes, you can get promotion provided you fulfill the conditions of promotion, as per the RRs, including the Benchmark grading of your APARs, fulfillment of reservation criteria, if next years vacancies are also considered by the present DPC, get vigilance clearance, and also maximum droppings of your seniors happen to be there.
By the way, how you have been able to know the vacancies (95) of the NEXT YEAR, 2019-20?
Also, which of the Central Government department is vastly populated with the Officers in economic research tasks and also has so many promotional positions (330+95) in the superior cadre of Economic Research Officer cadre, the post for which you applied for only during August 2015, when you were a PO in CBEC and before that a postal clerk in 2012, as per your earlier questions?
From your description, it seems the Central Government is leaping forward at supersonic speed to give promotions to its employees.
