Dear Sir
He is not having power to retain any copy as it contains your private matter. The law is as follows.

NOTARIES – DUTIES – APPOINTMENTS – GOVT WEB SITE – VISIT AND GET FULL AUTHENTICATED INFORMATION

The copy of deed does not require to retain. But as per Rule 11 of Notary Rules, 1956, a Notary shall maintain a Notarial Register and it may verified once/twice a year by the competative authority appointed by the Government.
