Plot in panchayat area

Please advice me on Purchase of Plot in Panchayat area.
I am living in outskirt of Chennai City. I want to buy a plot and construct building on it for residential purpose.
I got an offer that plot is available in Panchayat Area it is not either approved by CMDA and DTCP. I have planned to buy said Plot since cost of Plot is lower than CMDA/DTCP approved Plot. I asked Real estate guy that any problem would arise in future to buy unapproved Plots he said No.
My question are
1. Is it safe to buy unapproved plot for residential purpose in Tamilnadu?
2) What are legal consequences will have to face in future?
3) Will i get all infrastructure facilities provided by Govt if i buy the Plot in Panchayat area Ex. drainage, Tar Road, water connection and Street Lights?

Unless approved bby any local body by paying the developnent charges, ir may not be possible to secure the amenities ie.water, elwctrcit etc.,

First Check with the Concerned Panchayat Office the Status of Regularisation of the concerned Plot and also Check whether the concerned Plot is under any Acquisition Process. Depending on the Replies you could Decide.

Such plot in any part of country is not fully / completely safe.

It can be a part of Master plan / other project / development and may be acquired.

Not as a right but if approved under policy, there can be chances.

Answer to your Q 1 & 3 is negative and unsafe.
Did you analyse why such plot is available at a cheaper rate ?

Answer to Q 2 is subjective which can be advised by a local prudent lawyer after appreciation of facts / documents.

@ Dr.J.C Vashista Sir, Did you analyse why such plot is available at a cheaper rate?
I have not analysed completely but i assume that plot is cheaper because of following two reason:
1) Plot is still not approved by DTCP/CDMA (i do not know whether Promoter went for Approval process or not)
2) Plot is situated 1.5 km far away from main area.

Such deal may be cheaper, yet the risk involved is greater. It may risk total saving.

May take help of some local lawyer / may visit concerned office and inquire / use RTI to get the information/ search online the related notification if available.
