Yes, registered will can be cancelled by executing another will by testator. Testator can execute number of wills by cancelling previous will and latest will shall prevail.

Yes. A testator can execute a fresh Will or a Codicil as he/she wishes. And the last "WILL" whether registered or not will come into force.
