Conveyance in case of partial occupation certificate

Dear Experts,
Ours is housing society in thane with 54 flats. Now the builder has paid penalty under the amnesty scheme to avail OC. However, there is some legal issue in case of 2 of the above flats. Hence at present penalty has been levied and OC will be given only in case of 52 flats.
Ours is federation of 5 societies. Now all of us have OC except that in our case its a partial OC.
My questions:
1) Whether we, as a federation, can go ahead for conveyance
2) Whether the other 4 societies can go ahead for conveyance after excluding us. We share common land and common compound.

In my opinion better go for conveyance there can be some minor issue but that is not serious you can go for conveyance there can be some hurdle too but it will be managed .

Because main goal is to transfer ownership of land and building to society so it can take place

Now what to do about 2 flats , this society should consider with humanitarian approach too than taking rigid stand.

Additionally, try to regularize them too , and if further issue is there . Let Municipal corporation impose illegal construction property tax on that 2-3 flats and you better accomodate them

Now some one may have invested in lakhs /crores and if you try to get it demolished they will derail every thing and battle can go for decade.

Yesterday only I was searching court statistics , on average cases are going in thane for 7 years. And most interesting fact which I found out one case is pending of year 1969, That judge who is hearing he himself was not born that time

But as per info I got... Conveyance is not possible unless u have a perfect OC
Is this correct?. If yes then my question remains whether the other 4 societies can go ahead and keep us lingering to tackle our problem on our own
