court decree/pending case certified copy

How can i get a certified copy of a marriage case pending in a district court though i am not any party of the marriage side ? Please suggest me the process

What is your interest in it, if you have any valid grounds, you can engage a advocate and file a third party affidavit giving reasons for seeking the certified xerox copies of the same and then you can obtain it.
