What should be done when one of the Respondent, who is a government official is transferred to an other state? How do we bring the new person acting on his behalf into the case. Do we need to file affidavit. Can any one provide a format please?

why are you after that person?
It is the govt. department which must be made a party not the particular individual.

1. If the said transfer is found to be illegal then file a W.P. against the concerned department,

2. How come the new incumbent can be held responsible for the said transfer to make him a party?

Is it that person who is respondent or his designation / post in the deptt. ?

if a party is a government, the persons may change but the rank of the respondent could not be change. You can proceed the case without filing any petition
