can a judicial magistrate commit a case to the Sessions Court after receiving preliminary chargsheet against the accused???

Yes, surely if the same is sessions triable case.

but there is no provision for preliminary chargesheet in the Cr.P.C..what about that??

Why have you used the word preliminary charge-sheet. JMIC has to commit charge-sheet to be tried by Court of Sessions.
