Crpc 188 for offences abroad

1. Can an Indian citizen be prosecuted in India for a forgery that happened in the USA if he has relocated for good here?

2. What is the procedure for requesting permission from the Central Govt. for requesting permission under CrPC 188? Is it the MHA? MEA?

3. Who should request this permission? The complainant/his advocate? Police? The magistrate?
