De- reservation of reserved vacancies

Sir,
Can a reserved vacancy can be declared after it is un filled for more than 3 years. DOPT issue revised regulations for dereservation. I herewith sent attachment. Please go through and clarify weather the reserved vacancy can be filled by an un reserved candidate. Thank you.

After three years of remaining vacant due to non availability of reserve candidate, the post in question can be notified for filling-up from open catagory.

Dear Saravanamuthu,
The de-reservation are of two types (i) for direct recruitment and (ii) for promotion.

The instructions in this regard are very clear.

Whenever there is a need to fill up the reserved vacancy by a general candidate, necessary prior permission is required to be taken from various authorities like National SC/ST Commission, DOPT etc.

If the entire procedure prescribed in this regard is followed, the reserved vacancy can be filled by a general candidate, OTHERWISE CERTAINLY NOT.
