Place of Death does not have any connection to Rights in Property.Obtain Legal heir Certificates for the Mother. If you have the Property documents Or copy of the Documents first Apply For EC at concerned Registrar Office.Consult A Local Good Civil Side Advocate with all Evidence and Proceed Legally to take over the Property.

Obtain death certificate. IT has column on place of death.
It is claim of inheritance.
Obtain legal heir certificate and submit alongwith death certificate to authority(ies) under whose jurisdiction property falls..

1. IN WHOSE POSSESSION IS PROPERTY A AT PRESENT AND SINCE WHEN?
2. IN WHOSE POSSESSION ARE TITLE DEEDS OF THE PROPERTY A AT PRESENT?
3. DID YOUR MOTHER HOLD TITLE DEEDS OF PROPERTY A BEFORE HER DEATH?

Reply the questions raised by the experts.
Whether property A is in the name of your mother / if so, address is not so material, all legal heirs can get the property mutated in the name of all legal heirs.

You have posted that:
"My mother has property in her place and now also it is there (A)."
Do you mean that mother is owner and title holder?
If yes; follow the procedure, as suggested.

It appears that you have not disclosed the complete facts. Anyhow, place of death has nothing to do with inheritance of intestate property.
