Whether a judgment passed by a single judge bench of High Court is binding on another single judge bench of the same High Court?

Generally binding but even if there is some slight changes in the case, then the same High Court can give a different order. Also there are instances wherein the same High Court has differed in the same type of matters giving two different judgments.

Not strictly but at the same time the other bench can not overrule it either. If he differs then he refers to the larger bench for decision.
