Delay in filing police-report

I filed complaint and police has not filed police-report to magistrate as police officers have criminally conspired against me. Can I file writ before high court for compensation against state.

Yes, you can file a writ of mandamus through your lawyer.

Agreeing with Vashishta Sir, I want to add one thing. Writ Petition is always possible, but it should be used only when no other statutory remedy is not available.
In this situation, better try to file one complaint in the court of Magistrate. Magistrate would enquire about the facts from you and if satisfied, he can instruct to lodge FIR or instrust the police to investigate the matter. You may get the relief you are interested.

In the above case, it was on directions of magistrate that police registered fir. But police has criminally conspired and are not interested to investigate case. How can I get compensation in such circumstances. Kindly advise.

Why r u not filing an application to the said Magistrate conveying the facts. Implead the police as a party.
In case you have identified the police officers responsible, you may file another criminal complaint against them.
