Departmental inquiry and criminal case pending

Departmental inquiry has been initiated and witnesses have been examined and cxross examined . Deliquents employees were also examined in chief and cross examined.
My QUESTION IS NOW WHETHER THE PRESENTING OFFICER HAS REQUESTED THE INQUIRY OFFICER FOR PRODUCTION OF TWO NEW FRESS DEPARTMENTAL WITNESSES. Can he do so if so why these witnesses have not been examined earlier Any constitutional remedy for this

Who examined the delinquent employees?

Also, whether the defence case has already been started/closed on closure of the prosecution case or not?

As the defence case has already started, there is no scope for introducing new witnesses by the management side.

Mr Dhingra has specifically asked if the defence has begun. This information is not available in the query and is highly relevant for thinking of an answer to the second question which states whether PO can bring fresh witness.

AS far as the evidenc eiof the accused is concerned, it is relevant, if :-

(i) They have objected to such evidence of voluntarily surendered to be witnesses.
(ii) If the accused is more than one whether the inquiry is joint or paralell.
