Dependency of parents for medical facilities

To avail medical facilities for the dependent parents of a Govt Servant the following rule is usually stipulated.
The dependent parents and the Govt Servant should be residing under the same roof.
Is it only a rule of the Central Government for rendering Medical treatment through their CGHS scheme as it becomes difficult for the Govt to issue separate CGHS card for the Govt Servant and his dependent parent staying in different town i.e.administrative reasons only?
Or is it the requirement by statute or law of the legislation that both be under the same roof a stipulation for dependency?

Sir I am in PSU. For dependency of parents there is a rule which states that for declaring the parents as dependent on you the parents should be necessarily residing with you under same roof. This rule is equally applicable both for the bachelor and the married employee. But there is a scheme of House Retention On Transfer where following Rules are specified.
1) An officer, who has been allowed to keep his family at a station other than the place of his posting subject to meeting the prescribed conditions, can draw HRA or avail leased accommodation for residence of his family at that station. In case he opts for HRA, the same is admissible at the applicable rate as per the classification of the city where the family is residing. The officer can avail transit accommodation for self, if available, at the place of posting.
2)Where family is allowed to reside at a station other than the station of posting, “dependent parents” of the officer may stay with the family and this would be deemed as staying under the same roof with the officer to meet the condition of dependency, provided their income is within the limits prescribed for the purpose.
3)If a bachelor officer declares his parents as dependent on him, the parents have necessarily to reside with him at the station of his posting to meet the condition of dependency. He may therefore, avail company owned, leased accommodation or HRA at the station of his posting as per rules. In case of bachelor officer availing Transit Accommodation, the facility of leased accommodation or HRA will not be available for parents.
With the above rules in force they say that the bachelor officer can not avail transit accommodation and retain the family. Because the parent and the bachelor employee are no longer under the same roof.

The interpretation of the department is erroneous in the given facts. The parents and the bechelor shall be treated under the same roof in the given facts as such the entitlement shall be there.
