GOVT HAS EMPOWERED UIT & MUNICIPAL AUTHORITIES TO SELL ITS LAND.AS THE AUCTIONS ARE HELD ONLY OF A FEW PLOTS THE RATES GO SPIRALLY HIGHER.MOSTLY INVESTORS TAKE PART IN SUCH AUCTIONS.LEARNED ADVOCATES ARE REQUESTED TO TAKE SOME STEPS.

1.PERSON /SPOUSE SHOULD NOT HOLD ANY RESIDENTIAL/COMMERCIAL PLOT(AS THE CASE MAY BE)2.DISPOSAL OF AVAILABLE PLOTS SHOULD BE DONE WITHIN A YEAR AFTER FRAMING OF SCHEME.3.TIME ALLOWED FOR CONSTRUCTION SHOULD STRICTLY BE ADHERED TO.4.RESALE SHOULD NOT BE PERMITTED WITHIN 3 YEARS.5.PLOT ONLY i.e.WITHOUT DWELLING UNIT SHOULD NOT BE TRANSFERRED.

The rights you are talking is covered under directive principles of the constitution which has no legal remedy, they are not fundamental rights, further, the schemes are devised by the same government you elect in elections. Electrol is more powerful. In case you feel that as a responsible citizen of the country you can question you can file a PIL. Moreover, we all tend to forget that we all reap what we sow.
