Improving the qualification of government servant

I have a doubt regarding the improving the qualification of a government servant. For a lecturer post M.Com. second class is prescribed in the year 1991 and the candidate shown his degree from say Andhra University, Andhra Pradesh and got his appointment as lecturer. Later in the year 2005 (say) the special rules were introduced by the Government and for promotion to the next post a first degree is required. My doubt is that whether this government servant who joined the service in the year 1991 by acquiring second class degree from Andhra University should improve his qualification from the same platform i.e. from the same Andhra University or from the different platform? If it is from the different platform how can we say that the qualification is improved?

Thanks for the reply Sir. Actually M.Com. (First class) and PhD degree is the required qualification for the next post. A person acquired M.Com. (Second class) at the time joining into the service i.e.1991 acquired his/her PhD degree in the year 2012 and acquired M.Com (First class) from a university different from Andhra University in the year 2015. Now the question arises that whether the qualification for M.Com.(First class) acquired from the other university can be considered as improvement in the degree? Because in India, in fact in the world, ranking is there among the universities. Therefore what my point is that if the first class M.Com is also from the same university then it will be considered as improvement. Please explain the legal sanctity in my doubt. If I approach the court of law, can I succeed in this issue in the court of law or not?

Yes Sir. Just think about it Sir. At the time of getting job I have shown a certificate from Andhra University and later that to after 20 years of service I have shown a first class M.Com. degree certificate from a university out side the state. How far it is justifiable. How can we say that the qualification is improved when the platform was changed (by keeping the ranking of institutes)
