Sir/Madam, I am a Indian born know a New Zealand citizen and i am the de facto complainant. The FIR was filed almost 4 years ago. Accused anticipatory bail was dismissed and his quash petition was dismissed.
Now the accused seeks another anticipatory bail and i have gone for intervenor petition. Accused is a influential person.
Can the Police arrest him based on the dismissal of the first anticipatory bail?

Yes police should arrest him if his anticipatory bail application was dismissed. If he's not yet arrested because he must have bribed them heavily and because of he is influential person. You need strong advocate for getting him in trouble.

Even though the accused person is influential, it does not mean that he should not be arrested. You can apply to the trial court to direct the concern police department to arrest the accused. Take a help of a good lawyer to guide and help you.
