Red stamp in case of regularised property

I purchased a property in Rohini Delhi upper ground floor three months back. I checked all the papers, it was okay.

But when i saw the registry, red stamp was there. I was shocked.

Again i checked all the documents, Regularisation charges were paid by the seller in 2013 under self assessment scheme.

I approached MCD, they are asking bribe. What is the appropriate solution.

If you see the encumbrances, you can know the stage and take appropriate action.

Sir, Thanks for the response.
They are not ready to give me the Certificate that this stamp is inadvertently marked.
When I approached the MCD, they are creating hurdles, they are asking of the map of house prepared in 2013. But no such map is available. If regularisation charges are paid and a certificate is available with us mentioning that this property is regularised, then what is the requirement of map.
Kindly advise and need your guidance for the appropriate action.
I will be highly obliged.

You can verify the property on the basis of the taxes paid,field map and the encumbrances if any.Pursue with the MCD.If not obliged, use RTI

Exactly sir, i pursued the matter with MCD. They are not ready to talk even. I have the receipt of fee paid and regularisation certificate issued by them but they are saying that certificate issued by the officer had been suspended so we have no records of this certificate with us.
What is the right direction for me now.please guide
