Did not received my mark sheet

This is to notify that I have not received my MBA final year mark sheet from Vinayaka Missions University, Salem, Tamil Nadu.
I have called the university many times. They are saying that they have due pending from the center and they cannot issue my Mark sheet because of that. Center(Ananya Institute Mahavir Enclave, Delhi No. B455, Street No. 30, Part 2, Mahavir Enclave, Delhi - 110045
Landmark: NEAR Dwarka Sector 2 Power House) is saying that they don't have any due from there end. I have completed my MBA in 2015 but still not received the mark sheet please do the needful as I don't know why university is not ready to issue my mark sheet if center has any due university should clear that with the center and should not create problem for students its some thing between university and center.

You can directly take up the matter with Univ. authority in person or in writing attaching relevant reference copies as a lawful student.You should also attach proof of clearance of all dues on your part as per receipts issued for the course & exam.
Telephonic reply can not be produced as evidence of violation in any forum.

Have a visit to concerned University, meet the concerned officials.
Legal procedure would be time and cost consuming, may not provide immediate relief.

I have got the no due certificate from the Center. Thanks to all for replying and for your suggestion I will contact university again.
My problem is I am in delhi and the university is in tamil nadu. I have done MBA in distance education.

As per your post in the query: No dues are pending towards, you, the student.
Your communications with both center, Univ. seems to be verbal, that are difficult to prove.
Transact in writing under proper acknowledgment.
Keeps copy of prospectus showing fees of the MBA and receipts, thus both showing that nothing is pending towards you, and also obtain No Dues from center.
Write to center stating that Univ. is not releasing claiming that center has not paid dues to univ.and it should pay to univ and write clarification to Univ with a copy to you, and request to send your marks sheet immediately, as you paid all dues.
Write to Univ. stating NO dues are pending by you to center and univ and center has mentioned to you that NO dues are pending, by it to Univ, and request to send your marks sheet immediately, as you paid all dues.

Sir I have got no due certificate from the center on there letter head. But no idea how to get the written letter from the university.

Write to the university to send the mark sheet and degree, attach the copy of no dues.
You can take help of any local person residing at the place where university is situated.

Apparently the Univ. is hinting at dues not paid by center.
It may not be necessarily :your due fee.
It seems that Univ. is creating indirect pressure on center thru ( harassment to ) students.
It is unfair, and not proper.
You may send a clear communication to Univ and get clear communique from Univ.
keep Registrar, VC in loop.
Thereafter be on the head of officials/owners of center, also.

Nothing more to add.
However, I am failed to understand the language of author claiming himself as 'MBA' posting this query requesting the legal experts for redressal of his grievance against University, whereas he has started his query with
"This is to notify......." what is this non-sense?
