Discrepancy in date of birth on passport

My client wants to apply for GC.
She will be filing 130 / 485.
Her DOB on school leaving, passport is 23rd Oct 1946.
Her DOB on BC [which she never had, but when checked in town municipal corporation, found same as surprise] is 23rd July 1946. The authority issued BC depending on the available record. We could not deny the BC.
How can this be rectified?
Should she change DOB on PP? This is hectic and horribly long process which may go in further discrepancies.
Municipal Authority are not ready to give anything in writing for DOB on PP. They say that they have already issued one BC of record that they have.
Please guide. My client being widow and only son [his naturalization done] in USA is desperate to go to him.
Changing dob on PP is not going to work as system keeps showing change in DOB and GC authorities do not accept it easily and keep proposals pending as we heard.
Can Non availability of certificate for date of 23rd Oct 1946 be obtained if one record of 23rd July 1946 is already found and issued?
Municipal authorities are totally adamant on this issue and say no, perhaps they are creating need for negotiations.
I wanted to know if other municipal corporations authorities do offer such certificate in Maharashtra or India so that I can carry same format.

pl explain what is GC and 130/485. When the School leaving certificate and PP are giving the same DOB where is the need to refer to the municipal certificate?

Can you explain words like PP, GC, BC, 130/485 so that we may understand what you want to tell by these code words and then may be able to reply you?

Yes, the School leaving certificate is an authentic proof of Date of Birth for a person born in 1946.
This will suffice for issue of Passport(PP).
U need not break ur head for correcting the Birth Certificate (BC) showing a wrong Date of Birth.This will suffice for issue of Passport(PP).
However, Birth Certificate can be corrected by filing a Misc. case in the local court.

Hi friends
PP= passport, GC = green card, BC= birth certificate, 130/485 = applications for green card
My client already has passport
We do not wish to proceed for new passport.
My queries are not understood here.
