owner can lodge complaint with the police for cutting the power and waterline,

If the power of Attorney holder occupying the portion on ground floor in connection with POA he will be treated as licencee of the actual owner and the POA holder cannot claim posession over the property after revoke of POA the owner should first to give notice for vacating the portion and damages of illegal use and occupation then file a suit for recovery of possession and damages the damages should be demanded as handsome ammount.
