A member of Housing society sub-letting his flat s and staying in same society on leave and licence qualifies as candidate for election to Managing committee.

Since he is already a member of the association, he is entitled to contest the election and cast his votes in the association elections too.

Whether a tenant staying on L& L basis can be a "member" of a cooperative housing society under the provisions of MCS Act ? I think "no".
It is advisable to consult a local prudent lawyer for better appreciation of facts/ documents for professional guidance and proceeding.
