Disqualification from the membership of the municipality

sir, I need to ask that, During the procedure of no confidence motion, member of local authorities makes vote against the whip of the party, are liable for the disqualification.

sir, the fact of the matter is that, there is a municipality in our town in which A is ruling party One of the member of the A is a president against whom no confidence motion was brought. But president remain silent and she did not cast her vote. Than after resolution was passed by the body that, no confidence motion is not survived. Than after one of the member of the A party said i had the whip of the party but that was not properly served to the members in that case when the whip was not served properly a president may be held disqualified?
