Documents needed for obtaining a domicile certificate.

MY neighbours son is 16 years old.he is born in gujarat but has studied in maharashtra for 10 years .he has a place of residence in gujarat and is currently staying in gujarat for past 2.5 years .can he get a domicile certificate ? if yes then what documents are needed for it.

what proof he has that he is staying in mahrashtra for last 10 years? does he have a ration card? election commission card ?

he wishes to obtain a domicile for gujarat and has his name in the ration card in gujarat.
