Does a lawyer registered with district bar council can practice district court of another state

There is no Bar Council in the district. It exists only at the state level. State Bar Council, like Bar Council of Kerala, is the body where you have register as an advocate. Bar Council is a statutory organisation.

At the district level professional association of lawyers exists. They are called Bar Associations. Bar Association is a voluntary organisation.

Yes, a Lawyer is entitler to practice in any Court in the country on certain conditions.
