dogs in the flat

this is in pune;maharashtra;-----we have 15 flat-owners in the bldg.society not formed/registered.one of the flat is occupied by subletee who is having 4 dogs in their flat.for last 6-7 days they have locked the dogs & have gone outstation.the dogs are shouting/crying may be due to starvation &dehydration;which we are suffering .the flat owner says that the occupent is a tress-passer &permitting us to take suitable action within law. what are the options available to us ? kindly guide!

Inform the local police station and with their help unlock the canines.

well take help of police, if the occupant is tresspasser then the owner himself can take every possible action, seems like owner himself is hand in glove with the occupant.
u better inform police and municipal authorities.

In addition, you can also report to Animals Rights Organisation for unfair treatment to the Pets.
