Normally not. However, in exceptional circumstances, a P.O. can be appointed from outside only if some legal expertise is desirable to prove the charge. In CBI/ACB cases, if remitted to the department for departmental inquiry, normally the P.O. is appointed from the CBI/ACB.

When you don't know the rules and regulations of a departmental/ domestic inquiry, what difference it makes for you, whether the query is repeated or an original one? Even on original query, you have not given any advice to the querist.
As usual, you have just played the number game by making two vague and irrelevant posts. I am pretty sure that even if the querist comes forward with detailed material facts, you won't be able to render any advice to him due to your ignorance.

Prima-facie there is no balnket ban on IO/PO being outsiders.
However the queriest is not at all giving any fact whatsoever, so no clear view can be expressed

Contrarily, it is very easy to post two vague and irrelevant posts by writing, as "academic query" or "repeated", when a person, like you, does not know rules, regulations and service laws, rather than to giving some knowledge based useful advice.
Also, do you believe that you are an expert in service laws, as you have made two vague posts on the type of the query?
I know the subject matter and hence analysed your vague and irrelevant posts to make clear for the querist that such type of fake experts do nothing, except playing number game.
