Domicile certificate

Will my daughter born in Dubai but brought up and studying in Mumbai since childhood, now intending to pursue engineering in Mumbai having passed HSC, be issued a domicile certificate or nationality certificate for her admission?

Which nation passport she carries ?

If person stays in Maharashtra for 15 years he get domicile certificate

Her passport is Indian only. Only her birth certificate is from Dubai. Question is just because she was born abroad will she be not issued with a Domicile certificate.

She is having Indian Passport, she is Indian.
