Domicile certificate

For Domicile certificate i was told by an advocate that, i would be needing 10 yrs bills any electricity, maintaineance etc from 1999 to 2010 as stay proof (which i dont have), my papa's birth proof, mine birth proof, ration card.
So what to do for the documents i don't have? Is there any substitute for it?

What document you possess claiming your residence at the place for which you want domicile certificate?

If want a domicile certificate of a place, you will have to show some proof of your permanent residence at that palce, if you cant show it means you are not a permanent resident of that place, so the authority cant issue u the domicile certificate.
