Elections in a co-operative housing society

Sirs,
This is continuation to my query on the above subject.

My first query was not clear and hence I would like to elaborate on the same. The question is whether the Manager (who happens to be a member of the Society) is eligible to contest the society elections of the Society if there are no other disqualifications?

Secondly, as per the Government Gazette Notification dtd.29/10/2003, the two year membership criteria for contesting elections of the co-operative housing societys has been done away with. Even though no amendments have been made to the Bye Laws in this regard, it has been confirmed by the Mumbai Dist. Housing Federation that the two year criteria is not mandatory now. Moreover, is the Gazette Notification not enough to make it applicable?
