Electricity board not rectifying high voltage supply

I have a question.
The power supply in my home and hence by default to other connected consumers to supply network are getting high voltage i.e. 474 phase to phase and 274 phase to neutral specially in night hours causing all stabilizers and UPS etc to continuously trip and make noise and put bulbs and devices and wiring at risk
Several complaints have been made right up MD level of distinguishing company.
But it has been ignored since last 2 weeks.
This over voltage is dangerous, violates safety norms and recommended supply voltage of 410/220 V and bad for devices used in office and home.
What options I have as consumer and a citizen?

All the consumers who have connections from the same transformer can jointly lodge a complaint to the SE of the Electricity Board regarding the voltage fluctuation.Individual complaints don't yield results immediately.

One practical option is to install high capacity stabilizer in your house. Probably cost would not be more than the steps taken through legal relief.
Keep continuous follow up with the officials of the electricity department.

Experts kindly note that in India specified voltage supply is 230V and it cant exceed more than +-5% that means cant exceed 242 volts on higher side. It is illegal to supply voltage at 274 V and it is dangerous to wiring and equipment installed in home /office. All back up devices like UPS, voltage stabilizers are set at cut off/adjust at 260-270 Volts. Not only this 10% high voltage results in 5-10% high consumption bill .
IT is no solution to put in every home a 10 KV voltage stabilizer in incoming line which may cost 30-50 thousand rupees.
I have sought possible legal actions against electricity board. Do consumers get some action under electricity act 2003?
Can a FIR be lodged against Chief engineer of the area for criminal negligence?
Can I end complaint to chairman of NCDRC New Delhi for directions to board?

As an aggrieved consumer U have every right to lodge a complaint with the higher authorities.

No result right up to MD of Regional Govt power supply company. 12 days are gone.

In this eventuality file a PIL or a writ petition before High Court for specific mandate to the Electricity Transmission Authority. You should implead Chief Secretary (State); HOD amongst others.

I like your reply Vashishta sir. Thanks. Yesterday I have sent email to Chief Justice of Allahabad High court for intervening in public interest. I am afraid I cant follow normal channel as I have to travel at least to Lucknow from Delhi to appear in person and file PIL. Honble CJ has powers to even take suo moto cognizance of my letter as a petition if he genuinely feels intervention is required.Let us hope for the best.I have also informed chairman of electricity regulatory commission and Ombudsman in Lucknow by emails but I doubt in Present regime of UP bureaucrats give any damn to any consumer or public grievance. The irresponsibility and attitude of shameless arrogance is appalling.

You may also consider filing a complaint in the Consumer forum as the action of the electricity department tant amounts to deficiency in service. The Forum can also issue interim orders to the Department and also finally award damages to the consumers.

It is slow remedy.Being issue of electricity it needs immediate rectification. Kindly advise any suitable step to get fast remedy as it is dangerous to get high voltage supply.It cant wait for months.

1. FIRSTLY, put the electricity company's Chief Engineer /President on "Legal Notice", for the nuisance and danger to life & property. Also apply to the local MERC authority /ombudsman, for adjudication.
2. SECONDLY and consequent to above, file private Criminal Application u/s 156(3) r/w IPC-102, 268, 285 407, .... with the local Criminal Magistrates Court, by making the above person/s, as well as the local civic body and the local police station, and pray for investigation report to be submitted to court, for adjudication.
In all probabilities, this would set right, most of the problems, permanently.
3. An additional option of filing Grievance Application can be filed with the local Consumer Court, subject to availability of relevant documentary evidence of punitive damages and negligence, medical certificates and so on ....

In the States of Andhra Pradesh and Telangana, Consumer Grievances Redressal Forums for each and every Distribution companyies are established. These Forum will redress the grievances of the consumers by way of hearing and in certain cases, like your case, penalties are imposed on the Distribution Companies and Compensation is ordered to be paid to the consumers. I do not know whether such Forums are established in your state or not.
